That's what their marketing guys see; no competition. They have
effectively placed all of the risk on the retailer. GW makes their money
whether the retailer sells the material or not, so they then depend on
the retailer to push the game or lose several thousand dollars. I have a
friend who runs a game store who was forced to buy 24 boxes of 40K
warrior chicks; he couldn't sell them even at 50% off. GW lost no money
on the deal; he did.

Sure, there was some "R+D" money involved, but having read them,
probably not much playtesting.
