It's been a few years but as I recall the reserve in the Canadian Armed
Forces was a "Cadre" level thing, not a direct "drop a unit in" thing
like the American NG or USAR is. In that case, well having every body
one level lower in the over all TO&E than they would be normally make
sense. The old USSR's Cat 2&3 units were done the same way.
