There were a couple of things here you might miss if you don't have
the entire article to look at.
1st, the infantry was considered to be in cover. Thus if the enemy wanted
to be able to hit your infantry at all, they had to roll less dice.
Note that this works just as well for infantry behind their own APCs
as it does for infantry behind main battle tanks.
2nd, the infantry was given a better armor rating by one.
3rd, the infantry behind the tank was granted a form of the close support
ability. If the tank was engaged in CC then the infantry stand was
allowed to add it's Assault factor to the total. Note that this was
legal even if the infantry and tank were not in the same detachment.
4th, if the enemy scored any CC hits, you could force him to hit
the supporting infantry before he could score any hits against
the tanks.
