[Epic] Eldar Revenants

Under the old rules, Eldar Titans as a whole were super-manoeuvrable and the
Revenant Scouts had Jump Packs.

How about giving the Revenants the same movement rules as the Bio-Titans
under the new system?

Haven't playtested this at all (maybe a while), but see what you guys think
of the idea in general & PV increases.
