        I agree with everything said up to this point... Maybe if you
gave them a fixed 6+ save? Or do they not have 2+ saves in 40k? I
think that armor of Khorne would be enough to warrant the 6+ save, and
would help a bit for getting into CC.

        If you give them the Demon Engine power, I'd like you to
compare them to Striking Scorpions. Neither one can FF, but the
Marines always have 3d6 in CC, get 5 for 150 instead of 4, have a 6+
save, a 30cm charge, and a 1+ morale instead of 2+, and the Marines
have a token Advance fire shot. And Eldar aren't exactly the weakest
army for fielding CC specialist infantry... I enjoy fielding the
Scorpions all the time, and don't consider them weak. Fragile, yes.
