Where does it say that Rommel was gonna place the Panzers on the beach??

Thane says it quite clearly - destroy the enemy before they gain a
foothold!!

Rommel had been linked to the failed attempt on Hitler's life and was thus
given the choice of execution or suicide. He took suicide because he was
assured no harm would come to his family.

Hitler had the bulk of the Panzer divisions sitting in a static defensive
zone around Calais, this being the closest point to England from France, and
where Hitler thought the invasion would be. Rommel, on the otherhand, knew
that the invasion would be away from Calais but close enough for the
combined air forces and navies to protect the invasion troops, hence he
wanted the Panzers to be positioned in Normandy. As madness always
over-rules common sense, Hitler refused to acknowledge Rommel's suspicions
about a Normandy invasion and hence the Allies gained the foothold without
too much interference by Panzers.
