Dunno. We used three on an old square base to represent a "crowd." We
weren't that concerned about it. They are a bit off scale in comparison to
the Epic figs, but it worked. I'm sure somebody out there makes 6mm civilian
models.........
 
We also considered (but did not use), rules stating that the Civies had to be
"escorted" by a single unit to a LZ for T-hawk transport. Thought that we
could also use this as a scenario for Chaos or Orks vs Imps or Eldar......Bad
guys looking for slaves, good guys trying to save the day sort of thing. Have
to think it out some more....
