Instead of writing your own rules, pick up a copy of Fantasy Rules!
(FR!) by ChipCo. It works for 6mm, 15mm, & 25mm scales. If there are
rules or army lists that you don't like, there is a Do-It-Yourself
section to customize the game to your liking. It's fairly inexpensive,
cost about $24 (US) for both the basic and expansion rulesets. From my
perspective it is great because I can play an all woman Amazon army with
men as canon fodder.
