The problem with this is it overcomes the normal blastmarker liability
for going on overwatch; normally a detat must make a leadership test to
go on overwatch, now they just have to have a ! die.

It's not a bad extrapolation from the campaign rules given in WD for
troop quality, and the special orders for rally may work out OK, but
they should not get the special effects of overwatch/prep bombardment if
they are so demoralized that they need to stop for a pep talk.
