According to what I've read Termie armor is very advanced and difficult to
produce and use. I addition the Marine Chapters found that Terminator armor
is useful for only a limited range of combat actions (namely tunnel fighting
and space ship fighting a la Space Hulk). That's why only the veteran
marines in any given chapter use it.
