I'm not a GW background specialist (in fact I only know the SM/TL and Epic
40k background + some other whispers) but I think I've heard/read somewhere
that the technology for building Terminator (Dreadnought?) armors has been
lost during one the numerous dark ages of the Imperium. This can explain
why they are only given to the most powerful warriors of each chapter : the
veterans.
