I can easily explain this for my Iron Guards, they are not armed with
lightning claws or thunderhammers but they are the greatest warriors of
the chapter. Thanks to their experience, they can lead their battle
brothers (Hero competence) and they are much more dangerous than
tactical SM (Assault competence). Don't forget that they are the not
only veterans, they are the best ones.

I think I've read something simular somewhere, perhaps on this ML, but
it's a good idea.
