[Epic] Imperial Guard detachments...

Through all of my experiences with the detachment listings, I still cannot
answer this question:

With IG infantry detachments, what would be better:
Command, 9 IG platoons, all in chimerae
or
3x command, 3 IG platoons, all in chimerae.

I still cannot decide if the troops can hold up on their own, or if they
require numbers. the reason I make a point of asking is because I realise
the troops are good in numbers if there are no tanks, but when you add in
tanks, the detachment becomes huge and expensive.
Any comments?
