VS Tyrannids/Chaos - If a genestealer or cultist (Slannesh preferably)
kills a civilian in an assault, there is a chance (5 or 6) that the
civilians are pesuaded to switch sides and become cultist working for
the enemy. Will the Imperials purge the civilians in order to save them
from a fate worse than death?
Would work for a cultist army of either persuassion. Straight bugs would just
have 'em for lunch....

VS Eldar - The humans have hid infiltrator among the civilians, a group
of civies are actually a detachment of IG or SM (scouts maybe).
Scouts could work, make "infiltration" useful....8)
