DP9's Silhouette rules allow a great amount of customization. There are
rules for making vehicles (From planes, trains, automobiles and Gears) as
well as infantry, fauna and characters (It has rules for RPG-Tacticle
conversion)

Unfortunately the rules are tied into their backgrounds, Heavy Gear, Jovian
Chronicles, etc, and don't all come in one book.

Movement is similar to Epic, as in you move a unit, and then the other
player moves a unit. They've just released Epic scale miniatures.

My favorite bits about DP9 is that the more crew a vehicle has, the more
actions it can do, their flight rules involve spending turns to lock on to
planes, all the different weapons, the fact that they are Canadian and they
are dedicated to their gamers.
