They are definately too powerful. Lets looks at stats

Devastator 10cm 45cm 2 2 5+ Stubborn
Veteran 10cm 30cm 2 3 5+ Stubborn, 3 fp on Overwatch.

Okay, maybe the extra 15 cm makes up for the -1 Assault, but not the extra FP
on overwatch. Perhaps an extra 2 points? What do you think gang?
