This has been a big point for discussion on the list. Land raiders are
fair if used in moderation. All LR armies are cheesy and unfair.

The save doesn't reflect armour alone. Scouts are excellent infiltrators,
and in 40K they operate in a dispersed formation, this would make them
harder to kill as a squad, therefore their armour can remain as high as a
marine's.

3 bikes on a stand = 1 unit (10 points for marines). What a lot of people
have done, is mount them 2 to a stand on a 20mmx20mm base, like in the
old Epic system, that way you get 50% more bike units. I have all my
bikes like this except command unit's which normally consist of 3 bikes,
the central one is a converted commander, it makes them stand out as a
unit, and the command becomes easier to see.
