They are NOT automatically assigned two HtH weapons, they start with
nothing but a bolt pistol. You buy chainswords to get a 2nd parry, right?
Why not buy 2 swords (cheaper) as the model has S4 anyway?

back on topic: scouts are better in HtH than tactical marines as they
normally have 2 HtH weapons and 1 or 2 parries.
