No way. Chaos Veterans have better WS, BS, I, Ld,
and T, have access to much better weapons such
as Powefists, MK1 Plasma Pistols, and Power Axes,
and they can take up to 2 heavy or special weapons,
to the Scouts' one. My Chaos Veterans slaughter
Space Marine Scouts everytime.
