GW put the Anti-tank shot in the game as a way of converting the old
save modifier from SM/TL to the new FP based system. Several weapons in
SM/TL had such a high save modifier that the armor of the target was
unimportant. This problem migrated from SM/TL which has some a really
unbalanced To Hit/Save system which made SM as vunerable as IG infantry
and gave IG lasguns too great a chance to kill tanks/vehicles.
