[Epic] Land raiders

According to the battle bible and core rules the anti tank shots (land
raider) have the same effect on infantry as on vehicles, granted it could
be some type of futuristic plasma shell it should not have the same effect
on infantry as vehicles. Anti tank projectiles (ex.sabot) are generally not
high explosive, so to wound or injure directly (not shrapnel) any
personnel would need to take a direct hit (a bit of a waste 1 shell = 1
casualty ,unless the targeted men stand in a row behind each other). So
realistically it should not effect armor and walking targets the same.
