Trying to out BM an SM/IG player, trying to to shut them down is not the
way I normally try to fight them with orks. A shooting contest beween
orks and LR's normally doesn't go in in the orks favor. I prefer CC
myself.

anyway, SM1 was(is) very good for duplicating exact weapon fits. SM2/TL
was good for close weapon fits. E40k is average in representing weapon
loadouts. The Heavy Gear Threat Value(points) system for vehicle creation
just makes me ill-- And I played the original Striker from GDW.

A 10 unit LR detach will still shoot the crap out of anyone else, the
Extra 1 fp/for the added H. bolter still would be hardly noticed, as that
regular overkill which is multiple AT shots overshadows all else.

LR's should be powerfull units- But the AT shots just put them over the
top. Having each AT shot vs Inf counting as 1 fp, plus the added 1 fp for
the now missing H. bolter would make them useful Vs. Inf, and still be a
terror Vs. Armor.
