IIRC, and I don't remember which Codex it's in, the 1000 man thing applies to
the grunts of a non-warring chapter. If a chapter is at war, or on a crusade,
then that number goes up significantly, in direct relation to the conflict.
It is stated that chapters often exceed this number when in full "war mode."
I think it was in the Space Puppie book...
