This has come up in our games a couple of times--I couldn't remember how we
solved it the first time, so it came up again, but I think we've used the
same answer every time. :)

The rules for Overwatch don't say that your move is reduced to 5 cm. If it
did, I might think the rules allowed you to do that, using those 5 cm to get
out of the vehicle. I'd still think it made no sense, because you're
spending your time shooting hard or aiming or whatever on overwatch, not
riding around and then getting off and firing as effectively as if you'd
been sitting still doing nothing but concentrating on shooting.

But the rule says you can move no more than 5 cm. We interpreted this as
you may not move more than 5 cm by any means, including riding on a
transport. So I don't think this is allowed.
