What I meant was that a retreating unit can only be involved in a close
combat (if it is in base-to-base contact with the enemy) or in a firefight
(if it is within 15cm of the enemy) if the enemy moves towards your unit.
It is obvious that if you made a retreat move to engage your enemy in cc or
moved to within 15cmm to firefight him, your unit would be destroyed
instantly, according to the rules.
