The weirdness with BM's & SHW's & FP is one of those "seams" in the game I'm
not real happy with myself. Your crews are
suppressed/blinded/scared/confused/whatever at _longer_ range, then suddenly
they're closer to the enemy and they can shoot the big gun again. I think we
thrashed out some things many moons ago similar to this, but I've since
forgotten them. Seems like auto-hit or no-roll weapons went to a 50/50
chance, other got tagged with a +1 per BM to their to hit roll. The normal
way is just very "gamey" to me.
