The barrage template just determines how many FP the barrage/heavy barrage is
worth. If for example there are 4 models under the template then the barrage
is worth 4 FP, a heavy barrage is worth double that or 8 FP. Then multiply
that number by the number of either barrage or heavy barrage models are firing
at that detachment and are in range of that template.
