I would suggest this solution:
If in your flyer dtch u have bombers AND fig=
hters, your enemy's fighters must allocate shooting to every fighter and if=
 there is some firepower left attack your bombers.
Example

Bomber dtch:
4*=
 marauder, 2*thunderbolt
Fighter dtch:
3*Doomwing

Doomwing are interceptin=
g imperial dtch, and becouse 1 fighter can allocate hits to 1 flyer(my hous=
e rule: for every 2 dogfight U can allocate hits to 1 flyer) they choose 2 =
thunderbolts and 1 marauder.

My only complaint abo=
ut the rules of E40K is about the flyer rules.
It seems strange that the fi=
ghters you include in the detachment with
your bombers can't actually try t=
o protect your bombers unless they
have a higher intercept value than the a=
ttacking fighters.

This is only a problem for the Imperium, of course. Ch=
aos an Eldar
fighters have a high enough intercept rating that they actuall=
y do
protect their bombers, and the Orks don't care since they only have
on=
e class of flyer.
