My 2 cents,

Here's what the rules say, "If the force is completely made up of Chaos Space
Marine DETACHMENTS, its strategy is increased to 5." Capitals are mine. Now
to me that means that the army to get a rating of 5 may only have Chaos Space
Marine dets, Chaos Space Marine Armor dets, and a Chaos Space Marine Supreme
Commander. This does not mean that these dets have to be pure Chaos Space
Marines just that they are Chaos Space Marine dets which means that they have
Chaos Space Marine commanders in charge of each det and the army.
