That's a nice clear answer and I'm quite happy to accept it. However the
argument in favour of counting it as 40cm is because Reserve speed is about
the speed of deployment - the speed of getting to the battle - not just the
speed of everyday movement once in the battle. Thus it is surely arguable
that infiltrators should count the higher speed as their "entry speed" as
reserves.
