[Epic] Infiltrators & Reserve Speed

What do people count as the reserve speed of Infiltrators?

Given that Space Marine Scouts (or Chaos Marine Veterans), for example,
have a base speed of 10cm but their infiltrator ability adds 30cm to their
initial move if they are not pre-deployed is their Reserve speed 10cm or
40cm?
