OK, try this:

1) If you arn't in base to base contact, you can shoot the titan
(outside shields) => Titan get shield save
2) you are somewhere on the titan base, you could shoot the titan that
don't get the shield save,
   but _if_ the titan's owner decide that he want to fight with you in
HTH,then you are pinned
   so you can't shoot and you must fight in the CC phase.
3) You choose deliberately to fight titan in HTH so you must reach
titan's feet unless you are a skimmer ..etc.


This is how we play according with rules.
