IMHO (In My Humble Opinion...) the easiest answer is a bunch of tarantulas
(or better yet, rapiers) covering the titans.

Since the jet bikes are skimmers they are quite vulnerable to any FF while
in CC (even with a titan...)

For the hugely paranoid, you might park the Titans in forrest, water or
rough terrain - the jet bikes cannot enter this terrain and cannot CC into
it either...

You might try some trenches. 150pts will get you 50cmx2cm of trenches.
They won't give the titans any cover ('cause the titans are too big) but
they if you put the trenches into a 6cmx6cm square, the jet bikes cannot CC
you! (300pts to make emplacements for all 3 titans...)

(I know it sucks that Eldar are afraid to get their jet bikes dirty by
entering a ploughed field, but there you have it. I don't write the rules -
I just read 'em!)
