They move *within* the movement phase, so if we consider the analogy of
thawks & drop pods, they should complete their turn with that. Actually,
what you're doing by teleporting them is charging a specific target in the
enemy lines. Remember that the stands after the first one have a certain
degree of freedom, even if the scatter occurs.
The stands can be put directly into contact with the enemy, thus they
should be considered to have charge orders in the turn they appear, and
should not be given any more orders.
