What do people do with Grey Knights?

Specifically, when they teleport down, does this count as their movement for
that turn, or can they move in the same turn as they teleport?

How about orders?

It looks to me like you place them on the table (teleport in and scatter) at
the start of the movement phase and place orders at this time. But, it
isn't very clear...

I'm so ignorant, I need all the advice you can give me...
