If this means that both sides treat him as a "friendly troop" then I would
agree that neither side could barrage a building he was in for fear of
kiling him. (The rules in WD are pretty clear on barraging friendlies)

The "rescue" mission counter from WD is a victory counter like any other -
meaning that it cannot be destroyed and if a unit carrying the counter is
destroyed, the counter is placed on the spot until someone else picks it up.
Maybe you could try that.
