Humm,

That seems a bit powerful and well, cheesy as it were.
What do you think?
As the marines their main tank will no doubt be the Land Raider that can
pick of your rather expensive commanders on a roll of a four or more,
regardless of what armour you have.. That seems not very nice at all.
And the only tactic avaiable to me to stop things like that is hide the
guy, or stay out of range. Which is a bit hard with a 60cm Death Ray....
