And yet, no other chaos card has ever been required to be cast when the unit
being measured from has orders. In this case, a minotaur detachment can
never use TK, skull face, hypnotic gaze, or any other card that affects an
opponent model directly.

I think this is a mistake. If not one of carelessness, then one of simply
not realizing the full implications of what they have said. Typical GW.
