It seems to depend by race.

Marines and Eldar pay 10 for Hero
IG and Orks pay 5 for Hero
        Chaos Coven (exception) pay 8.

I'm paying the same for hero whether it's a Farseer, Great
Harlequin, or Shadow Seer. (10 points)

IG also get a great deal on Assault/Cavalry (3 points!)
Cavalry seems to be a great bargain in this game.

Eh? "Hero" doubles your assault, "Assault" adds one and
penalizes your shooting. I see the stats on a Captain being
significantly different than a Marine with "Save" and "Assault". I'm
looking at the inside back cover of the armies book.

Speed Range FP Assault Armour Cost
Captain 10cm 30cm 1 6 5+ 25
Assault Termie 10cm 15cm 1 4 5+ 19+???
Termie 10cm 30cm 1 3 5+ 19

(Save, Stubborn, Rapid Fire on all 3)

3 points seems plenty.

I've also felt that Marines and Chaos Marines really aren't
that different, so giving them the Terminator upgrade table that Chaos
has would be the simplest solution. (Stubborn appears to cost 1
point, and Chaos Space Marines appear to be 1 point overpriced)
