Yes, they can, but you are taking a large risk. You have to keep the
infantry loaded during the fire phase (or lose 5 cm unloading [the infantry
have plenty to spare at this point] and 10 cm reloading [that's 5 from the
vehicle and 5 from the infantry, and you ARE counting on both to make it as
far as possible]). Perhaps more importantly, if you stay loaded and your
opponent wins initiative in the assault phase, he can hit your vehicles
while they are loaded. Even if they lose the combat, with 2 stands for each
fo your vehicles, there is a good chance your vehicle will die anyway. With
the bugs' 1 initiative, there's a fair chance they will lose initiative.
