        In the assault section of the rules book it
says something like "+1 for psyker supporting or fighting
in close combat". So yeah, you have to be within 15cm.

        Hmmmm... that's a good one. I've been playing
that as no, they can't double.

        Everything can lend support. And AFAIK, anything
with a "n/a" range also has a "0" for firepower.

        ground units - no. interceptors - in the rules book
it says the interceptors are placed right next to the planes
they're intercepting. So I guess if that's within 30cm of a
flak weapon, then you could shoot at them.
