Ah, this is one I got an answer from GW about. They said if a unit is
behind a piecs of terrain, then LOS is blocked. If a unit is less than
15cm deep in a piece of terrain, it is in LOS. If the unit is more than
15cm deep in a piece of terrain, LOS is blocked.

When asked to reconcile a unit being behind a strip of woods 8cm wide and
being out of LOS vs. a unit 12cm deep in a large wooded area being shot to
pieces, they said I was looking for too much detail in their games. :)

I will continue to play that a unit touching the edge of a piece of
terrain can shoot out, and is fair game for return fire. A unit not
touching the edge cannot fire out, and only template weapons can be
directed against them. This last assumes that they have been visible to
the enemy at some point during the game.
