When an Orbital Barrage is stopped by "Foild again..." does the enemy:

a) Get to play the card immidiatly since next it is now his turn to declare
a shot.

b) Discard the card since his enemy is still in the middle of a shooting
round.

-----> Don't have the card in front of me so I can't be sure but I thought the Orbital
barrage card was played when it was your turn to shoot. If it is foiled it would then
be your opponents turn to shoot and he could then play the card. That's how we
interpreted it anyway.
