Here's the excerpt from the "Brotherhood Order of Battle" referred to in
the army list.

Brotherhood Order of Battle
===========================

After the depredations of Skakka the Insane on Coldmeet during the Age of
Strife, guidelines were set down to provide checks on the power of a single
commander and to prevent the dishonorable use of a Brotherhood by
unscrupulous Stronghold Lords or Warlords, as well as to uphold the honor of
the Warlord and Hearthguard commanders. More recently, the validity of the
Order of Battle has been reaffirmed by the Squat armies that provide their
services to the Imperium. While this space is far too small to discuss the
intricacies of the Order of Battle, it can be summed up in game terms as
follows. (If you haven't looked at the army list, it may help to do so now.)

 * Every Hearthguard squad must have at least 1 regular squad under their
   command, although they cannot command more than 3 squads;
 * A Warlord squad may not command less than 3 or more than 6 regular squads;
 * If a Warlord is present, each Hearthguard squad present must command at
   least 25% of the regular squads in the force;
 * If two Hearthguard squads are present, there must be a Warlord squad to
   hold overall command.

Which squads are under which commander does not have to be determined to play
a game of Epic 40k, although fixing squads and naming commanders may provide
some background for a campaign game. Instead, the OoB restricts the
commanders per force as follows:

 # regular squads Possible command composition
 ---------------- ----------------------------
        1-2 1 Hearthguard
         3 1 Hearthguard *or* 1 Warlord
        4-6 1 Warlord *or* 1 Warlord and 1 Hearthguard
        7-8 1 Warlord and 1 Hearthguard,
                        *or* 1 Warlord and 2 Hearthguard
       9-10 1 Warlord and 2 Hearthguard

The Order of Battle makes an exception for the bodyguard of the Supreme
Commander of the army, who are frequently Hearthguard from the most prominent
families outside of the Warlord's family.
