P. 38 of the Armies book, inside the blurbs for Imperial Air Detachments:
"Thunderhawks may only transport Space Marines."

That seems pretty clear to me. Thunderhawks can only transport SM units.
Now, whether or not the IG can take THawks as air support is another matter.
