That, as we say in Oz, is a Bloody Good Question.
I have, like everyone else, not much experience with E40K as yet, but
have found that units which are about the sdame size as their SM2
counterparts work quite well.
Thus:
6 Marine Units, 3 Rhinos : 136 pts is pretty good
6 Marine Units, Captain, Psyker, 4 Rhinos, 2 support weapons is also
good.
6 Marines, 3 Rhinos, 2 Razorbacks and 2 support weapons is probably
perfect. Mobility, AT shots, and 45cm Firepower.
Land Raiders.... use in LARGE groups. 10 would not be unreasonable.
For Orks, a unit of 12 Battlewagons, including a Psyker and Warlord
isn't bad, and is nicely matched to some cheap 12-unit infantry
detachments.
A "pocket Rocket" detachment of 1 Warboss, 1 Boyz, 2 PulsaRockets (cost
75) is excellent. 3 of these and a detachment of 12 Battlewagons, and
you can really soften something up for an assault.
For Orks anyway, I'd favour a mix. Most detachments should be in the
100-200 range, but have a few monsters at 500+. These are basically "get
into position and shoot" detachments, as they certainly won't be moving
due to BMs.
