 This isn't incredibly comprehensive as I've only tried Chaos twice, but...

 Chaos Marines are good, in fact they are identical to Imperial Marines
except they have to pay extra (+1pt, or more) for stubborn. They do suffer
somewhat from the lack of T-Hawks.

 Cultists; why? Only to get the Guard support vehicles as far as I can
tell. Cute, but useless...

 Demons; you can't get enough of these! Especially the Flamers, 14pts for
a model that although it only has a FP:0 it is superior to Marines in
every other way! Faster (15cm vs 10cm), Stronger (4 AS vs 3 AS), Has a
better save (4+ with Save vs 5+) and is 1 point cheaper. Add to the
above that it has Jump Packs which let it move a potential 75cm during
a turn and sheesh, what else do you need?

 Vehicles; They have the basic Imperial vehicles, a few okay Chaos
unique vehicles and some truly awesome Artillery. All in all a
pretty good set of options. I've never used or seen the War engines
used and so can't comment of them except that they 'look' to be okay.
