Whoa, you're overgeneralizing.

        The Imperials are well-balanced in E40k. One part completely
gets the shaft (Squats), one part is mediocre (Imperial Guard), and
one part is completely overpowering (Marines).

        You'd probably have a balanced force if you took a vanilla (no
house rule) force of 1/3 Squat, 1/3 IG, and 1/3 SM.
