Barrages and Heavy Barrages suffer suppression as SHWs but they do not
pick out targets. Once they hit, they are converted to FP that affects
the entire detachment, nearest units first. Mega-Cannons are the only
weapon that hit what is actually under the template. For the normal
barrage weapons, the template is simply a measure of detachment density
to determine the potential lethality of the barrage.
