Hi!

Good points made by both. You could not single out a HQ in a building
with more troops, but a barrage takes care of that, and if you have
enough firepower to share, then everybody in the building can get shot at.

The rule was made to avoid cheesiness, as usual, it means HQ's better
stay close to troops or they are toast!
